Plan for Victory

A plan for victory is a concrete, step-by-step list of actions that ends with a goal achieved. Its primary purpose is not forward projection — it is an early-warning system.

The most common failure mode of large projects is not freaking out soon enough. A detailed plan makes slippage visible early, enabling timely escalation, scope cuts, and reinforcement requests.

Two failure modes the plan must guard against:

  1. Underestimation: teams are too cowardly to add honest "slop" to estimates; fix by padding more than feels comfortable
  2. Not checking: the plan is written and then ignored; fix by reviewing against it frequently and treating deviations as signals

The plan is valuable precisely because it can be falsified. A vague goal or roadmap can never be "behind" — a concrete step list can.

Pairs with ooda-loop-for-projects: the plan sets the target; the OODA loop detects when you're drifting from it.
